WEET Forward: China Intends to Fully Support the Semiconductor Industry
China
is vigorously supporting the development of its own semiconductor
industry, is planning to formulate a comprehensive set of new policies
to develop its own semiconductor industry, and to give this task a high
priority "just as it did when it made an atomic bomb.
Beijing
is preparing to provide extensive support for "third-generation
semiconductors" within five years to 2025. A series of measures have
been added to the draft of China's 14th Five-Year Plan to strengthen
research, education and financing in this industry. Compared with
traditional silicon materials, the third-generation semiconductors are
based on broadband semiconductor materials such as gallium nitride,
silicon carbide, and zinc selenide, which are more suitable for
manufacturing high-frequency and high-power devices with high
temperature resistance, high voltage resistance, and high current
resistance.
China
is about to formulate its next five-year plan, which includes efforts
to expand domestic consumption and manufacture key technology products
domestically. China has pledged to invest approximately US$1.4 trillion
in technologies ranging from wireless networks to artificial
intelligence by 2025. Semiconductors are actually the basis for all
aspects of China's technological ambitions.
According
to China Customs statistics, my country's chip imports in 2019 were
US$304 billion, a decrease of US$8 billion from the same period last
year and a year-on-year decrease of 2.6%. Relevant data released by the
State Council show that China's chip self-sufficiency rate in 2019 is
only about 30%. Recently, the State Council issued the "Several Policies
to Promote the High-quality Development of the Integrated Circuit
Industry and Software Industry in the New Era", stressing that the
integrated circuit industry and software industry are the core of the
information industry and are the key force leading a new round of
technological revolution and industrial transformation.
For
the core industry of chips, which is "stuck-necked," it must have the
initiative and can no longer be controlled by others. Third-generation
semiconductors are often used in the 5G field. China remains a leader in
5G technology and has advanced development in fields such as
communications, artificial intelligence, and cloud services. These
high-tech applications will promote the development of third-generation
semiconductors.
